What is the SAP Program?

The Substance Abuse Professional (SAP) Program, or the Return-to-Duty Process, is a federally mandated process under 49 CFR Part 40 by the Department of Transportation (DOT).

If you fail or refuse a DOT drug or alcohol test, you must:

1. Complete an SAP evaluation with a DOT-qualified professional

2. Follow the treatment or education plan recommended by the SAP

3. Undergo a follow-up SAP evaluation to confirm compliance

4. Pass a Return-to-Duty (RTD) drug test

The Return-to-Duty (RTD) drug test is the LAST requirement for returning to work after a DOT violation.

Who Schedules the RTD Test?

Employer: If you’re employed, your employer schedules the test.

No Employer: We will connect you with a Consortium/Third-Party Administrator (C/TPA) to arrange the test.

Owner Operator: We will connect you with a Consortium/Third-Party Administrator (C/TPA) to arrange the test.

Including your initial evaluation, treatment/education requirements, and follow-up evaluation.

Your SAP will confirm your eligibility for the RTD test and send this report to your employer or C/TPA.

The test must be conducted at a DOT-approved facility and must be directly observed to ensure compliance.
